By design, Requester will not have permission to raise a PO. However Requester can use Service request to request for the Purchase of a Product. The technician who is working on this Service request will create a PO on behalf of the requester. This is the workflow available in Servicedesk for now. We have plans to map the PO to the Service Request from which it is created.
