With the settings you mentioned above and the Technician marked leave on Tech availability chart and the duebydate falling on the Vacation dates of that Technician,the Requests shouldn't get assigned to the Technician.
I would suggest you re-create this scenario and immediately generate the Support File under Support\Support File and send it across to us at support@servicedeskplus.com to further analyze this issue.
