If you are an Enterprise Edition customer and then this scenario can be dealt as a Problem under Problem Management and the benefits

* You can attach all 25 incidents under the Problem and can have a Technician working on it.
* You have an option to notify all Requesters(of all the attached Incidents) at the same time.
* You have an option to notify all Technicians(of all the attached Incidents) at the same time.
* Make announcements based on the Problem.
* Closing the problem,you can choose to copy the problem solution and workaround to all associated incidents and
   also choose to close all the associated incidents.
