WYSIWYG editor in Solutions does not save correctly

The WYSIWYG editor in the solutions db does not work properly and needs a bit of refining. In particular, it adds additional carriage returns/new lines. We are using the solutions db as our go to resource and spending a lot of time cleaning up our documents. It would be nice to have it working properly.

It has been this way for a long time. Ever since we have been using service desk, many builds ago. We have tried with a variety of browsers, I typically use Chrome and IE9. Our current build is 8.2 build 8212.
