Point in time capture of open ticket count

Is there a way to create a report that shows the number of open tickets on the first day of each month?  I am trying to show status reports for my team's ability to get the amount of outstanding tickets down, but am unable to figure out how to query a specific point in time.  We have MSSQL for the backend.
